You need to find a secret exit like the one in world 1-2.when there, the cannon is just like a pipe.

at the last seesaw in world 1-2 you can jump on top of the wall to find the 3rd star coin and the pipe to the secret exit, which has a red flag.But it dosen't lead to the cannon.The's a guide on the secret exits on Gfaqs, tho.
